Mulai 1 Agustus 2019 BPJS Kesehatan akan mencoret sekitar 5,2 Penerima Bantuan Iuran Jaminan Kesehatan (PBI JIK).
Pencoretan merupakan tindak lanjut Surat Keputusan Menteri Sosial Nomor 79 Tahun 2019 tentang Penonaktifan dan Perubahan Data Peserta PBI JK Tahun 2019 Tahap Keenam.
Pencoretan itu sendiri dilakukan karena peserta tidak lagi memenuhi syarat kepesertaan.
Contoh kasusnya adalah ada peserta yang NIK KTP-nya belum tercatat di Kementerian Dalam Negeri (Kemendagri).
Kepala Humas BPJS Kesehatan M. Iqbal Anas Ma’ruf mengatakan, ketika pencoretan dilakukan maka secara bersamaan telah didaftarkan sejumlah peserta lain sebagai penggantinya.
Pengganti tersebut merupakan orang-orang yang telah memiliki NIK yang valid dan terdaftar di Kependudukan dan Pencatatan Sipil (Dukcapil) Kemendagri.
Iqbal juga mengatakan bahwa penonaktifan dan perubahan peserta PBI tersebut tidak akan mengubah jumlah peserta PBI APBN tahun 2019.
Jumlahnya tetap 96,8 juta jiwa, sudah termasuk dengan perubahan dan pendaftaran bayi baru lahir dari peserta PBI.
“BPJS Kesehatan akan turut melakukan sosialisasi masif untuk memastikan peserta PBI yang dinonaktifkan mengetahui informasi tersebut dan paham apa yang harus dilakukan agar tetap bisa mendapat jaminan layanan kesehatan,” kata Iqbal.
Untuk mengetahui apakah seorang peserta termasuk masih berstatus peserta PBI atau bukan, yang bersangkutan dapat menghubungi Dinas Sosial Kabupaten/Kota setempat, BPJS Kesehatan Care Center 1 500 400, Kantor Cabang BPJS Kesehatan setempat, atau melalui media sosial resmi BPJS Kesehatan dengan menginfokan kartu identitas diri seperti KTP atau Kartu Keluarga (KK).
Jika peserta tersebut termasuk yang sudah dinonaktifkan, maka ia tidak lagi mendapatkan jaminan pelayanan kesehatan mulai 1 Agustus 2019.
Peserta dapat dijamin kembali dengan mendaftarkan diri dan keluarganya ke Dinas Sosial atau Dinas Kesehatan setempat agar menjadi peserta PBI APBD yang iurannya dijamin Pemerintah Daerah (Pemda).
“Kalau peserta sudah lapor ke Dinas Sosial dan ternyata yang bersangkutan masih memenuhi syarat sebagai PBI, tetapi ketersediaan anggaran Pemda setempat belum memadai, maka Dinas Sosial bisa mengusulkan peserta tersebut ke Kementerian Sosial untuk menjadi peserta PBI pada periode selanjutnya,” jelas Iqbal
Sementara jika peserta yang dinonaktifkan tersebut sebetulnya mampu membayar sendiri iuran JKN-KIS untuk diri sendiri dan keluarganya.
Maka disarankan untuk segera mengalihkan jenis kepesertaannya ke segmen Pekerja Bukan Penerima Upah (PBPU) atau peserta mandiri dengan pilihan hak kelas rawat yang disesuaikan kemampuan peserta membayar iuran.
“Peserta yang beralih ke segmen PBPU, kartunya bisa langsung aktif tanpa menunggu masa verifikasi pendaftaran 14 hari. Dengan catatan, pengalihan ke segmen PBPU tersebut harus dilakukan selambat-lambatnya 1 bulan sejak kepesertaannya sebagai PBI APBN dinonaktifkan,” kata Iqbal.
Sementara itu, bagi peserta PBI baru atau pengganti, akan dicetakkan dan dikirimkan Kartu Sehat (KIS) oleh BPJS Kesehatan.
